Retina Scanning Technology is Planned to be Implemented in the Philippines for Better Digital Security
Department of Information and Communications Technology (DICT) plans to improve the country's digital security on government and banking platforms with the use of Retina Scanning Technology from Worldcoin. This will ensure a more secured transaction within the Philippine's cyberspace to protect the filipinos from scams and cybercrimes.
Secretary Henry Aguda of DICT disclosed that the Philippine government is planning to implement the use of Worldcoin's Orb Devices, whose purpose is the verification of someone's identity using retina scanning. This would greatly help in determining a real person from bots, one of the increasing concerns plaguing our age of digital transactions and also online scams. The same technology could also be used to make sure that only legitimate beneficiaries receive government cash aid, ensuring transparency and accountability in social welfare programs.
Aguda emphasized that this initiative is already being introduced in some local communities, with discussions underway among banks and government agencies to speed up the process. “It’s a promising tool,” he said, noting that once a beneficiary’s identity is verified through a retina scan, it becomes much easier to confirm that financial assistance reaches the right person.
To protect citizens’ privacy and data rights, the DICT is coordinating with the Cybercrime Investigation and Coordinating Center (CICC) to develop a clear framework for the ethical use of biometric data. Aguda assured that privacy will remain a top priority. He stressed that individuals must consent to the collection of their personal information, and institutions must be able to prove compliance if they claim not to retain private data.
The goal of this innovation is to broaden the scope of fighting online scams and cybercrimes, which increases especially during the holiday season. With a surge in digital payments and e-commerce activity expected, the DICT is “doubling down” on security measures to prevent illegal financial schemes. Aguda added that artificial intelligence (AI) will play a significant role in tracking and neutralizing these fraudulent activities.
The date of the deployment of the retina scanning technology is not yet announced, but according to DICT, once it is implemented, it is expected to be adopted rapidly once it is available on more platforms. This will be free of charge because institutions who'll participate will only need to register with Worldcoin.
Sam Altman, OpenAI's CEO and the founder of ChatGPT, is also a co-founder of Worldcoin. This partnership will ensure that the Philippines is becoming a forward-thinking nation and positioning itself in the digital era, embracing technology rather than rejecting it.
